We have noticed a significant increase in the number of cases that include a valuation as to the value of a ‘drugs line’. For clarity, this is an estimate based on the number of contacts with a ‘drugs line’ to which a cost and weight is then calculated.
In recent months we have identified several issues in this type of evidence, that we feel are inappropriate. The issues include evidence of co-location impacting on the holder of a drugs line, and calculated ‘potential’ number of sales attributed to a specific drugs line, based on algorithms.
In some cases, a drugs line is clearly held by several people, which can reduce the days of responsibility for control, lower than the overall period that the drugs line was operating.
Data analysis has moved forward significantly in support of identifying potential volumes of drugs sold, based on call data records.
Traditionally valuations are based on recovery of commodity and dealer lists. We now see on a regular basis, cases that rely purely on the activity of a drugs line, utilised to create a valuation.
Our experts can provide a credible assessment as to the volume of drugs potentially purchased over the relevant period.
