Forensic Science Reports and Legal Aid

The Forensic Science Regulator has warned in its annual report that criminal defenders commissioning forensic science reports based on price may not be receiving high quality advice due to low legal aid rates.  The report states: ‘The current legal aid rates for experts makes establishing a sustainable and accredited business offering high-quality scientific advice to the defence extremely challenging.’

‘This risks giving a competitive advantage to those who have not prioritised quality, with consequent risks to the criminal justice system.’

Not surprising and something the cell site experts have been discussing for a long time. It is particularly apparent in an area of forensics such as cell site analysis. This is because it is currently one of the few unregulated areas of digital forensics. Effectively this means that anyone can claim to be a cell site expert. Believe it or not, this is very often the case. A number companies are offering the service of cell site analysis and then using member of staff who is qualified to conduct computer or mobile phone forensics. It is our opinion that a cell site expert should have experience of working in the planning and optimisation of a mobile phone network.

After another hectic year involving hundreds of cell site surveys, we are ending 2016 with a collage of recently viewed cell sites in the Birmingham and Staffordshire areas, we have traditional multi-operator masts as well as an interesting brick styled disguised antenna!

The cell site analysis team at Footprint Investigations would like to wish everyone a Merry Christmas and a Happy New Year.

We have not sent any cards out to our clients but have instead made a donation to Acorns Children’s Hospice in Birmingham.

Cell Site Analysis in 2016

We are fast approaching the end of 2016 and it has been a very busy year for the cell site analysis experts. We have expanded this year and taken on another cell site analyst and we are currently recruiting for a new cell site analysis expert.

Last year we spoke about many cases being urgent, well I think this year I think this summed up the majority of cases. We have had to adapt how we work and now we expect that a case will be urgent and need to be turned around quickly. In fact we have been instructed on a significant number of cases this year where the case was already at trial, and again we have dealt with this and accommodated any cell site analysis work required. Even cases where we have a considerable length of time invariably become urgent at some point as other cases are being dealt with first in order to meet trial dates.

The Cell Site Experts are delighted to welcome Greg Fletcher to Footprint Investigations.  Greg is a highly experienced Analyst and has been working in the field of insurance fraud for the last 8 years.

Greg has extensive knowledge of the criminal justice system and has spent time identifying and reporting on emerging threats and risks affecting the insurance industry through fraudulent and criminal behaviour.

Cell Site of The Week 07/11/16

Given its recent anniversary, it seemed appropriate to feature the Crystal Palace Tower.

Even though it was built for the purposes of radio and TV transmissions, it is also home to several cell sites

mounted at an intermediate height so as not to cause too much interference.

Recent cell site surveys show this site to provide extensive coverage of the Crystal Palace and Norwood areas.

How Many Cell Site Analysis Reports Has Your Expert Prepared?

shutterstock_77165374 You may be surprised at how few cases many cell site analysis ‘experts’ have actually conducted. The main reason being that cell site analysis is not their ‘day job’. Many companies offering this expert discipline do not actually have an in house expert. By this we mean a person who has previously been employed by one of the mobile phone network providers, usually in a planning and optimisation role.

Check the CV of your cell site analysis expert and you may well find that their qualifications lie in the field of computer or mobile phone forensics. There is no crossover between the field of cell site analysis and that of any other discipline. This is a highly complex and specialised type of work and as an expert is entitled to give evidence of opinion, rather than just that of fact then it should make sense that you would use someone with a working background in that particular field.

As Footprint Investigations celebrate their 6th anniversary this week, commercial director and one of the founding partners, Andy Townsend reflects on those last 6 years;
