Tim Smith
Tim has over twenty-five years’ experience working in radio and telecommunications industries. Tim has a Post Graduate Certificate in wireless communications and also taught this course for 3 years. He has worked in deploying mobile radio, microwave and satellite communications in the British Army for 22 years. One of his roles was to design tests for, and trial new radio equipment for the Armed Forces.
Robert (Bob) Knight
Bob has worked in cell site analysis and as an expert witness since 2002. He is a technical member of the Institute of Engineering and Technology (IET), formally the Institute of Electrical Engineers (IEE).
Previously he has been employed at: British Telecommunications; transferring to Cellnet (now O2 from 1979-1999)’ One 2 One (T-Mobile); Ericsson UK; Forensic Telecommunications Services; The Home Office Agency; The Forensic Science Service, The Metropolitan Police Service as a Forensic Engineer (specialising in cell site), The College of Policing (formerly NPIA) as a Radio Frequency Propagation Engineer and Investigative Trainer.
John Tarpey
John is a Chartered Engineer and has a BSc (Hons) in Electrical Engineering with over 20 years’ experience in the communications industry and has worked as a cell site expert since August 2006. John spent over a decade with Orange as a Network Planning Engineer, including 6 years as a planning manager. During his time with Orange John played a major role in the planning and roll out of the Orange Network. He was also involved in setting policy and procedures for coverage prediction within the company. John has also been awarded a Chief Constables Commendation from Durham Constabulary for his outstanding work on a murder case.
John can assist with cell site analysis, call data analysis, mobile phone attribution and EncroChat cases.

Greg Robinson
Greg is an ‘Expert Witness’, an engineer in the discipline of cell site analysis and is responsible for producing in excess of 900 cell site analysis reports, many of which have been in connection with high profile cases. As a result, he has given evidence at many principal courts throughout the UK. Greg has been providing this specialist service for sixteen years, five at FTS and the last eleven as Technical Director at Footprint Investigations. Greg is extremely respected by his peers, counsel and senior investigating officers.
Cell Site Analysis Specialist Required
Working within the UK Criminal Justice system our Cell Site Analysis Specialists are responsible for the development and preparation of case documents.
This position would suit someone with experience in cell site from a law enforcement background.
Main responsibilities
Using Cell Site Analysis to assess possible locations of mobile telephones at specified times by:
Analysis of Call Data Records
Analysing radio frequency network measurements on GSM, 3G and LTE networks using industry standard tools
Presentation of findings within the UK Criminal Justice System
Producing concise and accurate reports to evidential standards along with associated exhibits
Presentation of analysis and findings
Examining prosecution and defence reports and commenting on their accuracy, relevance, meaning and evidential value
Essential Qualities
Demonstrable expertise in mobile phone network operation preferably gained in a network planning /optimisation environment
Knowledge of radio propagation and cell planning methodologies
Knowledge of GSM, UMTS and LTE technologies
Experience in data analysis and ability to present findings in a clear manner both in writing and orally
Knowledge of various mapping tools
Able to work under pressure to demanding deadlines
Excellent knowledge of Microsoft Excel and other office based applications
Full driving licence
Desirable
A degree or equivalent level education/experience in a relevant technical subject
Experience of surveying and analysing radio frequency data from radio networks
Knowledge of the different call data records provided by the Mobile Telecommunications providers
Articulate and able to discuss and debate complex issues in a clear, unbiased, manner
Some knowledge of investigative techniques associated with digital forensic evidence
